What is a Business Improvement District (BID)?

What can a BID provide:
A BID can fund a wide range of services. This could include the following:
1. Sidewalk steam cleaning
2.Landscaping
3.Graffiti removal
4. Downtown identity program
5.Banners/public art displays
6.Promotional and marketing activities
7. Holiday events/other special activities
8. Security
9. Advocacy for Downtown interests
10. Economic Development
The current Downtown Business Improvement District was initially formed in 1979 as a business based assessment district for retail businesses on Fourth Street from Lincoln Avenue to E street. The District funds many promotional efforts inlcuding May Madness Classic Car Parade, Safe Trick or Treat, A Taste of Downtown, marketing and advertising campaigns and has been an active voice for the Downtown business community.
The BID revenues are minimal and over half will disappear in the near future (loss of a merchant parking lot revenues and a Redevelopment Agency contribution). The current economic downturn has impacted Downtown as well. The BID sees this as an opportunity to reassess the District, its purpose, membership, activities and finances and form an orgainzation that will add substantially to the the vitality and prosperity of Downtown.
Next Steps:
The BID Committee has been formed to take input and look at reforming options. The committee is made up of Downtown businesses and property owners and is assisted by a BID consultant and city staff efforts. We will have two general outreach meetings to provide an overview of what a new BID can do for Downtown, get your input and discuss possible options for San Rafael.
