  San Rafael Business Improvement District Announces Neutral Position on Target Development 

The San Rafael Business Improvement District Board of Directors voted on Friday at their regular board meeting to take a neutral position at the proposed development of the Target store in San Rafael on Shoreline Parkway.  

“The Business Improvement District (BID) focuses on special activities, decorating public places and local marketing campaigns to attract people to Fourth Street” stated Joanne Webster, Director of the San Rafael BID. “Regardless of how any board member felt about the project, they decided unanimously not to take a position because it was not within the scope of the organization and they did not want to distract from their primary purpose”, Webster added. 

The San Rafael Business Improvement District is an organization of retail business within the Fourth Street retail corridor.  The BID’s mission is to promote Downtown San Rafael as a fun, safe and friendly place in which to eat, shop and live.
